Tallinn has 58 municipal general education schools as of the 2023/24 school year. 48,700 students will start in these schools in September. More than 3860 of them will enter the first grade. The city offers an allowance at the beginning of the school year for students under the age of 19.
Of the total operating expenditure in Tallinn's 2023 budget, social welfare and health will account for 10.9 percent, or €97.7 million. The main objective is to ensure the availability of needs-based social welfare services, the well-being of families with children, the elderly and people with special needs, and to assist citizens in difficulty. More consideration will be brought to mental health care.
The Tallinn City Government has introduced new social benefits from next year, with an increase in the start-of-school allowance for second-graders from €50 to €75 and an increase in the pension supplement for pensioners from €150 to €175 to compensate for price rises. It also introduces a per capita income ceiling for social assistance and increases the rent allowance and the rate of compensation for the cost of adapting housing.
